About Cindy Huang

Cindy Huang is a senior leader in humanitarian and refugee response and global development with more than 20 years of experience in government and non-profit sectors. Most recently, she was the Director of the Office of Refugee Resettlement at the Department of Health and Human Services, where she led the humanitarian response to the arrival of a historic number of unaccompanied children from Central America and oversaw the delivery of social and integration services to Afghan evacuees. 

Throughout her career, Cindy has spearheaded major policy, program, and outreach initiatives on pressing global issues—including forced displacement, food security, and conflict prevention—leading high-performing teams at the State Department, Millennium Challenge Corporation, Refugees International, Center for Global Development, and Doctors Without Borders. While at Refugees International, she founded the Refugee Advocacy Lab, an initiative with more than two dozen partners that is building the diverse constituency for U.S. leadership on refugee welcome and protection.

Cindy holds a Ph.D. in cultural anthropology from the University of California, Berkeley, an MPA from the Princeton School of Public and International Affairs, and a B.A. in Ethics, Politics and Economics from Yale University. Cindy, a second-generation Chinese American, grew up in Wheaton, IL and now lives in Washington, DC with her husband, two children, and kitty.
