About Leda Bloomfield

Leda calls herself one of Korea's lost children. Born in Korea, she was adopted by an American couple and grew up in a racially diverse community in Connecticut. She reflects on the triple bind of her growing up: foreigner in her home country, her adopted country and within her own family. Her keen desire to work in underserved communities is a product of her complex immigrant and minority identities.

Leda made her way, however, to Barnard College where, with scholarships and part-time jobs, she graduated magna cum laude. Leda received a master's degree in urban planning with a focus on affordable housing finance at NYU's Wagner School of Public Service. She was awarded the Martin Dworkis Memorial Award for academic achievement, participation in school activities, and public service. While in school, she worked as a paralegal at a civil rights law firm, where she was a Spanish translator and helped to represent victims of housing discrimination.

Leda is currently the Associate Director of the Office of Housing, Community Investment, and Inclusion (OHCII). OHCII oversees the affordable housing, community investment, and fair lending activities of Fannie Mae, Freddie Mac, and the Federal Home Loan Banks, including the Duty to Serve program, Housing Goals, and Affordable Housing Program. The office works to ensure the regulated entities operate consistently with their public missions by advancing equal access to affordable housing and community investment. Leda has worked on efforts to respond to the COVID-19 pandemic, create a responsible capital framework for Fannie Mae and Freddie Mac, and increase opportunity in the market through the Equitable Housing Finance Plan program.

Leda began her federal government career as a Presidential Management Fellow at the U.S. Department of Housing and Urban Development. Leda served as the policy lead for oversight of NYC’s housing authority and led implementation of the Rental Assistance Demonstration program, which provides financing for public housing rehabilitation. She has played a critical role in HUD’s response to natural disasters, distressed public housing, and audit remediation.

Leda is a Paul and Daisy Soros Fellow for New Americans and an NYU Wagner Martin Dworkis Memorial Awardee for excellence in academics, school activities, and public service. Leda holds a Master of Urban Planning in housing and economic development from NYU’s Wagner School of Public Service and an A.B. in Urban Studies, magna cum laude, from Barnard College, Columbia University.
